David Boileau is a Senior Economist and Deputy Director of Trade and Economic Analysis in the Office of the Chief Economist at Global Affairs Canada. As Deputy Director, David leads a team of economists focused on the research and analysis of various topics related to international trade, including Canadian competitiveness, global supply chains, trade and the environment, digital trade, and trade diversification. David has been with the Office of the Chief Economist at Global Affairs Canada since 2005 and has worked in a variety of roles within the Office over the past 17 years.

Prior to joining the public service, David worked in both investment banking and the aerospace industry in Winnipeg, Manitoba. He holds a master’s degree in economics from Carleton University and an undergraduate degree in economics from the University of Winnipeg.

Dr. Fraikin contributes to the analysis and development of labour market information in Canada. She brings expertise in public policy analysis, microeconomics and econometrics, and in labour market, population and public economics.

Prior to joining LMIC, Anne-Lore gained extensive experience in a wide variety of roles. She worked as a doctoral researcher at the United Nations University in the Netherlands and at the University of Liège in Belgium. She has also worked as a data and financial risk analyst in the energy and banking sectors. Anne-Lore’s professional background also includes working as a consultant for the World Bank and co-authoring chapters in two books for the NBER International Social Security project. She has collaborated with prestigious institutions such as the Paris School of Economics and the International Labour Organization in the Philippines.

Anne-Lore holds a joint-PhD in Economics from the United Nations University – Maastricht Economic and Social Research Institute on Innovation and Technology (MERIT) in the Netherlands and Liege University in Belgium, a Master’s in Management Science from Liege University in Belgium, and a Master’s in Public Policy from the United-Nations University in the Netherlands.

About the Labour Market Information Council

The Labour Market Information Council (LMIC) is a not-for-profit organization that was created to address the need for more consistent, reliable and accessible labour market information for Canadians. LMIC works collaboratively across governments and public and private stakeholders to enable a pan-Canadian labour market information ecosystem that empowers Canadians to make more informed decisions in a changing, dynamic world of work through the development of labour market information research publications and interactive tools.

Dany Brouillette has a PhD in Economics from Université Laval. He start his career at Industry Canada in the Economic Research and Policy Analysis Branch working on topics such as productivity, competitiveness, science and technology, intangible and management practices. He was also a key contributor to the development of the Survey of Innovation and Business Strategy. Following his work at Industry Canada, he worked at the Bank of Canada in the Canadian Economic Analysis department, working on issues related to the labour market and inflation. His work also included analyzing longer terms trends such as population ageing, capital accumulation, and digitalization as well forecasting potential output. He is currently Senior Director of the Economic Research and Analysis unit at Innovation, Science and Economic Development, leading the micro-economic analysis related to innovation, competitiveness and production, among other topics.

Shane Dolan is the Director of Policy and Research in the Small Business Branch at Innovation, Science and Economic Development Canada. Shane is responsible for research and analysis on small business financing and entrepreneurship, for venture capital programs, and for policy oversight of the Business Development Bank of Canada. He has 15 years of experience in policy development and research at ISED.

Elodie Girves is a Business Intelligence Analyst at Invest in Canada, with a research expertise focused on Canada’s value proposition for foreign investors in clean energy, hydrogen, and fuel cell sectors, and on ESG implications in diverse Canadian industrial ecosystems.

Prior to this role, she worked at the C.D Howe Institute as a Research Analyst and completed internships programs in international organisations such as Action Against Hunger (in Lima, Peru), and the United Nations High Commissioner for Refugees (UNHCR) in their regional office in Washington, DC.

Elodie holds a master’s degree in Global Affairs and Environmental Studies from the University of Toronto and graduated with a Bachelor’s in Business Administration from HEC Montreal.

Sylvie was appointed Senior Economist at the Business Development Bank of Canada in 2007. In this capacity, she conducts research and analysis on economic trends affecting Canadian small and medium-sized enterprises, as well as on the business practices that are most beneficial to them. She has authored several studies published by the organization, including mergers and acquisitions, transition, growth, productivity, and reducing the environmental footprint of businesses.

Prior to joining BDC, Sylvie worked as Director of Research at the Canadian Federation of Independent Business. She began her career at the Department of Finance in Ottawa. She is currently a member of the Public Policy Committee of the Association des économistes québécois.

Sylvie holds a bachelor’s degree and a master’s degree in economics from the Université du Québec à Montréal.

Joshua Slive is Director, Regional Analysis Division, of the
Bank of Canada’s Canadian Economic Analysis Department. In
this capacity, he oversees the economic analysis and outreach
activities of the Bank’s five regional offices (Vancouver,
Calgary, Toronto, Montréal and Halifax). He leads the division
in carrying out and publishing the quarterly Business Outlook
Survey, conducting regional and sectoral analysis and
economic research, and supporting the Bank’s communication strategy.

Jennifer Topping is the Principal, Market Research at Export Development Canada (EDC). In her role, she tracks how Canadian companies grow internationally, the economic environments in which they operate, what affects their business decisions, the challenges they face expanding and what they need to help mitigate those challenges.

A graduate from Carleton University with a Bachelor of Arts, Honours, in Criminology and Law, Jennifer has 20 years of experience researching various audiences for both the private and corporate sectors.

Julie Turcotte was appointed Director General of the Economic Analysis and Forecasting Division (EAFD) at the Department of Finance Canada in August 2018. In this capacity, she is responsible for the strategic direction and management of the division, which includes providing rigorous and timely analysis of economic conditions in Canada and the United States as well as advice on current and prospective economic issues. As part of her role, Julie is also managing the production of the staff near-term outlook, the Department’s survey of private-sector forecasters, and macroeconomic modelling development efforts.

Prior to her appointment, she was Senior Director for the Economic Studies and Policy Analysis Division, where her responsibilities included overseeing analytical work and developing economic policy advice on structural issues related to labour market, income support programs, inequality, productivity and innovation.
